Dallas School District would establish a new Citizen Oversight Committee (COC) made up of citizens appointed for their interest and expertise in construction, and construction finance, law, contracting, building design, budgeting and auditing. The COC would assist the school district in monitoring the planning and progress of the bond program and ensure proceeds are used for purposes indicated.
